Without electricity, the biggest problem is water. 99% of the American people need electricity to get water. Even in rural areas, people need electricity to pump water out of their wells.
Most people don't have, let alone know how to get electricity from wind turbines. So they are out of luck too. And don't forget the animals - cattle, sheep, chickens, ducks, dogs, cats and birds need water too. And crops need water too, so there goes the food supply. Trucks, trains etc. use water as well, so there goes the supply chain.
Water is super heavy to carry, and so bulky, it is very hard to store. Even if you have a water cleansing system, you need electricity to run it. Generators need fuel, wind or solar power to run them. Fuel is as hard as water to store in large quantities - and dangerous as well (one bomb and you are out of power).
The reason, I think it would be worse for the wealthy than the rest of us is simple. People cannot drink diamonds, gold, jewels or art) can they? We can eat almost anything, but water is irreplaceable.
I have year round springs and ponds on my property, so I don't need electricity to get water. Right now, our ponds water our cattle and crops. Even in dry years, the springs keep running here. We also sit on top of massive caves (more than 400 miles long in some cases) that are filled with running water. As the American military quickly learned in Afghanistan, locals know their own cave systems far too well for outsiders to monopolize them. Anyone who tries to control these caves and the water inside them, will be fighting a losing battle.
Bottom line, Americans - rich and poor alike - need electricity to get water (and food). Cutting off a water supply is not rocket science and the rich will find it impossible to protect their water supplies. If I am thirsty, and you are hoarding water, I am not going to hand deliver a payment.
