Since you can read blueprints and engineering drawings, have you tried looking for work in local government?

The planning departments in city, county and state governments use those skills (try plan check and code enforcement departments too). School districts need those skills to manage facilities and oversee new school construction. Water districts need those skills to oversee water projects like sewers, water run-off, canals, etc.

Developers and construction companies also use those skills. Civil engineering and surveying companies, etc. also use those skills.
