I'm not making excuses here, but on the practical side, police departments, school districts and other local government entities are funded by local tax dollars. As a result, every one in America depends on very different amounts of money for public services. For example, one school district can have 2x, 3x even 10x more money per student, than schools just 2 blocks away. Likewise one neighborhood can have a police budget 2x, 3x, or 10x as much as the people who live just one street away.

Urban police patrol small amounts of land and roads compared to rural police who often patrol thousands, even millions of acres of land and thousands of miles of roads (with much smaller budgets).

Rural police departments pay much less than urban ones and have little to no budget for any technology at all. For that reason, they rely on bigger police departments, which means they are last in line, if they can get in line at all.

Urban inmates are also shipped to huge prisons that are located in rural areas. This arrangement increases the cost of infrastructure and police and fire services for already low-tax-revenue generating communities. IOW, rural taxpayers are paying to house urban inmates shipped into their communities.

White supremacist prison gang members - like the Aryan Brotherhood - often stay/live near rural prisons when they are released for the following reason...

Illegal drug manufacturing and distribution, human traffickers, etc.. often locate their facilities in rural areas - especially the millions upon millions of acres of desert land out west, and mountain ranges all across the country which are almost impossible to patrol. These gangs recruit from inside rural communities, usually teenagers.

Pedophiles often move to rural communities, where it is easier to escape detection and enforcement of laws meant to protect children.

Again, I'm not making excuses, I am merely explaining things most urban folks don't know anything about - but rural folks know very well.
